741.17 RATES CHARGED FOR COLLECTION.

   The collection of solid waste and rubbish shall be provided to all residences within the City and residences serviced by the City for a collection fee as follows:

 

October 1, 2023 through September 30, 2024	$19.64
October 1, 2024 through September 30, 2025	$20.89
October 1, 2025 through September 30, 2026	$22.22
October 1, 2026 through September 30, 2027	$23.64
October 1, 2027 through September 30, 2028	$25.16

   Which shall be billed starting October 1, 2023 as a separate charge by the utilities department. A delayed payment charge of ten percent (10%) of each month’s fee shall be added to that month’s billing if not paid within ten days of when due. The delayed payment charge shall be in addition to the penalties provided by Section 741.99 of the solid waste collection code.

741.18 YARD BAG PROVISION EFFECTIVE DATE.

   Notwithstanding anything written elsewhere in this chapter, yard rubbish shall be considered residential rubbish until March 1, 1990, and disposed of in solid waste containers until March 1, 1990 as part of the normal trash collection at an extra charge.

741.19 DISCARDED MATERIALS (OR RECEPTACLE CONTENTS) AS PROPERTY OF COLLECTING AGENT OR REFUSE HAULER.

   All garbage, kitchen rubbish, household rubbish, yard rubbish, miscellaneous rubbish, household appliances, (including but not limited to washers, dryers, stoves, refrigerators, water heaters, ovens, microwaves ovens, electronic equipment, or televisions sets), recyclable materials or other salvage materials from residences within the City set out for collection, transportation and/or disposal by the collection agent or refuse hauler shall become the property of the collecting agent or refuse hauler at the point in time that it is set out for collection. No person shall claim, collect or remove any such materials other than the collecting agent or refuse hauler. Any person who violates this provision shall be subject to the penalty set forth in Section 741.99.

741.99 PENALTY.

   Whoever violates any provision of this chapter, except where another penalty is provided, shall be guilty of a minor misdemeanor. Except where otherwise provided, a separate offense shall be deemed committed each day during or on which a violation occurs or continues. Failure to pay each month’s collection fee within ten days of when due shall constitute a single offense.
