§ 10.88.020   Objectives.
   The objectives of the UR District are:
   (A)   To prevent the premature intrusion of urban development into undeveloped/agricultural areas until urbanization is determined to be appropriate;
   (B)   To provide appropriate areas for certain predominately open space uses of land which are not injurious to agricultural/open space uses but which may not be harmonious with urban uses; and
   (C)   To preserve in agricultural use/open space land suited to eventual development in other uses until such time as streets, utilities and other infrastructure may be provided, in order to ensure the orderly conversion of the lands from agriculture to urban use.

§ 10.88.030   Permitted uses.
   (A)   The raising of any types of crops and horticultural specialties;
   (B)   The raising of livestock;
   (C)   Processing of products produced on the premises, except commercial animal slaughter;
   (D)   One-family dwellings;
   (E)   Home occupations, subject to the requirements contained in Chapter 10.124, Home Occupation Permits; and
   (F)   Accessory structures, subject to the requirements contained in Chapter 10.204, Accessory Structures, including barns, stables, coops, tank houses, storage tanks, windmills, silos and other outbuildings; private garages and carports; one guest home; offices that are incidental to the primary use; storehouses, garden structures, greenhouses, recreation rooms and hobby shops; swimming pools and storage of agricultural chemicals.

§ 10.88.040   Development standards.
   The following development standards shall apply to all land and structures within this district.
   (A)   Site area: the minimum site area is five acres, or a fraction thereof if the site annexed is less than five acres.
   (B)   Frontage, width and depth: no requirement.
   (C)   Lot coverage: 10%, maximum.
   (D)   Front yard: 35 feet, minimum.
   (E)   Side yard: 15 feet, minimum.
   (F)   Rear yard: 15 feet, minimum.
   (G)   In addition to the building setback requirements listed in divisions (E) through (G) above, the following setback is required for any structure in which animals or fowl are contained: any structure used to contain animals or fowl shall be set back at least 200 feet from any parcel located within the R-A, R-1, R-M or C Districts, or any school or institution used for human care.
   (H)   Distance between structures: subject to requirements of the Uniform Building Code.
   (I)   Building height: 35 feet, maximum. A building height up to 75 feet may be permitted by conditional use permit (see Chapter 10.116, Conditional Use Permits).
   (J)   Off-street parking and loading facilities: off-street parking and loading facilities shall be provided for each use as required in Chapter 10.192, Parking and Loading.
   (K)   Signs: signs shall be designed consistent with the requirements contained in Chapter 10.188, Signs.
   (L)   Public improvements: new development shall be required to install public infrastructure necessary to adequately serve the project, based on requirements of the City Engineer, including sewer, water, storm drainage lines, curbs, gutters, sidewalks, street paving and street lighting. These improvements shall be constructed consistent with requirements shown in the City of Tulare Standards and Specifications and shall be installed prior to occupancy of any structures on the site.
