Sec. 3. Meeting of mayor and council to be public; journal required.
All meetings of the mayor and council shall be public, and a journal of their proceedings shall be kept by the clerk under their direction, and the ayes and noes shall be taken and entered in such journal upon the passage of all ordinances and resolutions, and on the final action of the mayor and council in the granting of franchises, in the authorization of contracts, in the ordering of work to be done or supplies or other public improvements; in all other cases, upon the call of any member.
