(a) No owner or keeper of any dog or cat shall permit such dog or cat to run at large, or allow any such dog or cat off the premises of the owner or keeper, unless such dog or cat is restrained by a substantial leash or harness or otherwise under the direct and constant supervision or control of the owner or handler. Any dog or cat within the limits of the City that is restricted upon the premises of the owner or keeper must be so restricted by means of a secured fastening or suitable enclosure. No leash shall be required when dogs and cats are permitted to exercise along streams and/or in parks, provided permits therefor have been obtained from the property owners or the Commissioner of Parks and Recreation.
(b) No person shall allow or permit a dog or cat to commit a nuisance on any public property or any improved private property other than that of the owner or person who has accepted custody of such dog or cat, provided that the foregoing shall not apply to street gutters.
(c) Whoever violates this section is guilty of a misdemeanor of the fourth degree.

(a) No person, being the owner or having charge of any animal of the horse, mule, cattle, sheep, swine, geese, duck, chicken or goat kind, shall permit the same to run at large on any open lot, street, lane, alley, commons or other public ground within the City.

(b) Whoever violates this section is guilty of a minor misdemeanor.
(a) The owner or keeper of any member of a species of the animal kingdom that escapes from his custody or control and that is not indigenous to this State or presents a risk of serious physical harm to persons or property, or both, shall, within one hour after he discovers or reasonably should have discovered the escape, report it to:
(1) A law enforcement officer of the Municipality and the sheriff of the county where the escape occurred; and
(2) The Clerk of the Municipal Legislative Authority.
(b) If the office of the Clerk of the Legislative Authority is closed to the public at the time the report is required by subsection (a) hereof, then it is sufficient compliance with subsection (a) hereof if the owner or keeper makes the report within one hour after the office is next open to the public.
(c) Whoever violates this section is guilty of a misdemeanor of the first degree.

(a) No person shall willfully or maliciously torture, torment, beat, kick, strike, mutilate, injure, disable or kill any horse or attempt to willfully or maliciously torture, torment, beat, kick, strike, mutilate, injure, disable or kill any horse owned or used by the Division of Police of the City in the performance of the functions or duties of such Division, or shall interfere with or harass any such horse while being used by such Division or any member thereof in the performance of any of the functions or duties of such Division or such officer or member.
(b) Whoever violates this section is guilty of a misdemeanor of the first degree.

As used in this chapter, the following terms shall have the following meanings, unless the context clearly indicates that a different meaning is intended:
(a) "Animal Control Officer" means the person occupying the position within the Toledo Health Department so designated by the Director of Health.
(b) "Cat" means male and female cats, whether neutered, spayed or unaltered, of any age.
(c) "Cat tag" means a device or method of securing a registration number to the body of a cat, without substantially endangering the health or safety of the cat, and which has been approved and issued by the Commissioner for use by cat owners and keepers in compliance with the provisions of this chapter.
(d) "Commissioner" means the person occupying the office of Commissioner of the Division of Taxation and Treasury.
(e) " Disabled person" means a person with a disability as "disability" is defined in 42 U.S.C. 416(i). A person who has been issued what is commonly known as an "award letter" from the Social Security Administration stating that he is entitled to disability benefits shall be presumed to be a disabled person during the period of disability.
(f) "Elderly person" means a person sixty-two years of age or older.
(g) "Keep" means the restraining or permitting to remain or to be lodged or to be fed or watered within a house, store, yard, enclosure or other place.
(h) "Own," unless otherwise indicated in this chapter, means an individual, firm, corporation or other entity having a right of property in or keeping, harboring or having charge, custody or control of a cat.
(i) "Cattery" means the collection of two or more cats within the same household over the age of six months and kept for the purpose of sale or adoption.
