505.15. Definitions - cat regulation.
   As used in this chapter, the following terms shall have the following meanings, unless the context clearly indicates that a different meaning is intended:
   (a)   "Animal Control Officer" means the person occupying the position within the Toledo Health Department so designated by the Director of Health.
   (b)   "Cat" means male and female cats, whether neutered, spayed or unaltered, of any age.
   (c)   "Cat tag" means a device or method of securing a registration number to the body of a cat, without substantially endangering the health or safety of the cat, and which has been approved and issued by the Commissioner for use by cat owners and keepers in compliance with the provisions of this chapter.
   (d)   "Commissioner" means the person occupying the office of Commissioner of the Division of Taxation and Treasury.
   (e)   " Disabled person" means a person with a disability as "disability" is defined in 42 U.S.C. 416(i). A person who has been issued what is commonly known as an "award letter" from the Social Security Administration stating that he is entitled to disability benefits shall be presumed to be a disabled person during the period of disability.
   (f)   "Elderly person" means a person sixty-two years of age or older.
   (g)   "Keep" means the restraining or permitting to remain or to be lodged or to be fed or watered within a house, store, yard, enclosure or other place.
   (h)   "Own," unless otherwise indicated in this chapter, means an individual, firm, corporation or other entity having a right of property in or keeping, harboring or having charge, custody or control of a cat.
   (i)   "Cattery" means the collection of two or more cats within the same household over the age of six months and kept for the purpose of sale or adoption.
