(a) No person, being the owner or having charge of any animal of the horse, mule, cattle, sheep, swine, geese, duck, chicken or goat kind, shall permit the same to run at large on any open lot, street, lane, alley, commons or other public ground within the City.

(b) Whoever violates this section is guilty of a minor misdemeanor.
