127.06 Rules of use of facilities and operation of equipment.
   The Commissioner of Facility and Fleet Operations shall enforce such rules or administrative procedures as prescribed by the Mayor for the use of City facilities or the use and operation of City motor equipment or vehicles. The Commissioner shall give notice to the directors of the proper departments of violations of rules, misuse of equipment or the unfitness of operators of equipment. Department directors shall be charged with the duty of seeing to the proper use of equipment assigned to their respective departments and compliance with all rules and regulations incidental to its operation.

127.07 Internal service rates to be established.
   The Commissioner of Facilities and Fleet Operations shall establish the rates to be charged to other department or divisions by Fleet Operations for any and all services rendered by them, including repair work, servicing, dispensing supplies, towing, storage, rental or any other services or supplies incidental to the operation and maintenance of motor equipment. The Commissioner shall establish the rate charged by Facilities Operations for services rendered for construction, renovations, repairs, maintenance and contractual services, or any other services or supplies incidental to the operation and maintenance of City facilities and equipment. Rates shall not exceed the cost of service, including overhead.

127.08 Division of Urban Beautification and Forestry Established.
   (a) The Division Urban Beautification and Forestry is established in the Department of Public Service under the supervision of a Commissioner of Urban Beautification and Forestry, who shall be appointed by the Mayor in the manner provided by the Charter and shall serve at the pleasure of the Mayor.
   (b) Division of Urban Beautification and Forestry shall be responsible for the elimination and clean-up of blight, demolitions, and nuisance mowing. The Department shall be responsible for maintenance of cemeteries, planting, maintenance, mowing and care of boulevards and triangles in the City, all contract mowing of city parks and other city-owned properties, weed control, care and removal of trees and shrubs in public parks and within the public right-of-way and on other city-owned properties.
   (c) The Commissioner of Urban Beautification and Forestry shall report to the Director of Public Service and shall have such duties as may be prescribed by the Mayor and the Director of Public Service or as may be imposed by ordinance or other applicable law. The Commissioner of Urban Beautification and Forestry shall direct the facilities, operations and programs of the Division of Urban Beautification and Forestry.

127.09 Sale of mulch, etc. by Division Urban Beautification and Forestry.
   Items such as wood chips, firewood logs, wood rounds, logs, mulch, etc. shall be available for sale at the Forestry facility at prices to be established by the Commissioner of Forestry and Urban Beautification after written approval by the Mayor. Prices shall be established competitively and reflect local market conditions. All prices shall be posted. Times that the facility will be open to the public shall be determined by the Commissioner of Urban Beautification and Forestry in consultation with the Director of Public Services and may be periodically adjusted to meet the needs of the public.
   All revenues from the sale of woodchips, firewood, logs and other by-products shall be deposited in a Toledo Urban Forestry Commission Trust Fund Account.
