There is hereby created a Department of Fire and Rescue Operations. The internal organizational and command structures within the Division of Fire are hereby retained within the Department of Fire and Rescue Operations until altered by act of Council, the Mayor or action of the Director of Fire and Rescue Operations.

The Director of Fire and Rescue Operations shall execute the duties imposed by ordinances of Council and such further duties as may be prescribed by the Mayor. The Director of Fire and Rescue Operations shall have exclusive control of the stationing and transfer of all firefighters, and other officers and employees constituting the fire force, under such rules and regulations as the Director of Public Safety may prescribe. The Fire Force shall be composed of a Director of the Department of Fire and Rescue Operations and such other officers, firefighters and employees as may be provided for by ordinance or resolution of Council. The Director of Fire and Rescue Operations shall have duties and jurisdiction as defined for fire chiefs under the Ohio Revised Code.
