136.01 Establishment.
   The Department of Economic Development is established as an administrative department of the City. The purpose of the Department of Economic Development is to facilitate private sector investment, job retention and creation, and income growth in the City through the development and implementation of strategies, programs and initiatives that improve the competitive position of the City for the retention, expansion and attraction of businesses in the City and strategically within the region.

136.02 Appointment of Director.
   The Director of the Department of Economic Development shall be appointed by the Mayor in the matter provided by the Charter and shall serve at the pleasure of the Mayor. The Director shall be accountable to the Mayor and is responsible for the effective administration and operations of the Department of Economic Development in accord with the Charter, Municipal Code and applicable ordinances. The Director shall make recommendations to the Mayor and Council related to development policies and strategies to encourage economic growth in the City, including business investment, job creation and retention. The Director shall also serve or as member of the Board of the Toledo Community Improvement Corporation ("TCIC") and may designate and assign development staff to serve as executive staff for the Toledo Community Improvement Corporation at the request of the TCIC Board of Directors.

136.03 Appointment of Deputy Director.
   The Deputy Director of the Department of Economic Development shall be appointed by the Mayor in the manner provided by the Charter and shall serve at the pleasure of the Mayor. The Deputy Director shall serve as the Acting Director in the absence or unavailability of the Director. The Deputy Director shall report to the Director and shall perform such other duties as may be prescribed by the Director of Economic Development or the Mayor.
