SEWER DISCHARGE CONTROL APPEAL
600.01 Standing to appeal
   The right to appeal is pursuant to TMC §§ 930.15(g) and 930.22. Only industrial dischargers have standing to appeal. The scope of the appeal shall be limited to written requests for an interpretation or ruling by the Director on any matter covered within TMC Chapter 930.
600.02 Interpretations and rulings of the Director
   A.   Appeal Contents. Subject to § 600.01, industrial dischargers may appeal in a form as required by the division head of the Division of Environmental Services, as designee of the Director, and, at a minimum, shall state in writing the specific section(s), or portions thereof, of Chapter 930 for which an interpretation or ruling is sought, including performance or compliance with TMC Chapter 930, the rules, regulations and standards of the Director, and an enforcement action.
   B.   Director's Decision. The Director shall provide within thirty (30) days the written interpretation or ruling detailing the basis and necessity of the interpretation or ruling.
600.03 Further Appeal
   Decisions of the Director are final appealable orders of the City pursuant to ORC Chapter 2506.

STORM WATER DISCHARGE APPEAL
601.01 Standing to appeal
   The right to appeal is pursuant to TMC § 941.09. Only a storm water discharger affected by a final action or order of the Commissioner or division head of the Division of Environmental Services, as the Director's designee, has standing to appeal.
