(a) Any User or any interested party shall have the right to request in writing an interpretation or ruling by the Director on any matter covered within this chapter. The Director, or his/her designee, shall endeavor to provide within thirty (30) days his/her written interpretation or ruling detailing the basis and necessity of the interpretation or ruling and when same relates to a matter of performance or compliance with this chapter and/or the actions which must be taken to effect compliance. If the inquiry is by a User and deals with matters of performance or compliance with this chapter or the rules, regulations and standards of the Director and relates to an enforcement action, the receipt of a User's request shall stay all enforcement proceedings until the User receives the Director's written reply.
(b) Decisions of the Director are final appealable orders of the City pursuant to ORC 2506.
