(a) No person shall ride or propel a bicycle owned by a City resident on any street or public way or upon any part thereof unless such bicycle has been provided with a proper evidence of licensing in the prescribed form.
(b) Application for a license and license tag shall be made to the City Administrator or his designated agent by the owner or owner's representative upon a prescribed form. The license issuer may require such proof of ownership or purchase as is reasonable.

The Chief of Police shall inspect each bicycle presented to him for licensing, and shall have the authority to refuse to approve the application for a license and license tag for any bicycle found by him to be in an unsafe mechanical condition. An appeal from the decision of the Chief of Police to the Mayor may be had by any applicant who is dissatisfied with the decision of the Chief of Police, within ten days from and after such decision.
The Chief of Police shall have the authority to issue, upon written application, bicycle licenses and license tags which shall be effective until surrendered as provided in this chapter. The Chief of Police shall keep a record of the issuance of such licenses and license tags, to whom issued, the number thereof, and the number and make of the bicycle frame. The Chief of Police shall keep a record of all fees collected for the issuance of such licenses and license tags.
