No person shall park a bicycle upon a street. Bicycles parked on sidewalks in the business district shall be parked not further than two feet from the curb thereof and in no instance shall the bicycles be parked adjacent to or leaning upon the buildings and show windows in the business district. Bicycles parked in an alley, or on a sidewalk in the residential district or other public place, must be in such position as not to interfere with the safety or movement of the vehicular or pedestrian traffic.
(a) No person shall operate a motorized bicycle upon any street or highway or any public or private property used by the public for purposes of vehicular travel or parking, unless all of the following conditions are met:
(1) The person is fourteen or fifteen years of age and holds a valid probationary motorized bicycle license issued after the person has passed the test provided for in Ohio R.C. 4511.521, or the person is sixteen years of age or older and holds either a valid commercial driver’s license issued under Ohio R.C. Chapter 4506, or a driver’s license issued under Ohio R.C. Chapter 4507, or a valid motorized bicycle license issued after the person has passed the test provided for in Ohio R.C. 4511.521, except that if a person is sixteen years of age, has a valid probationary motorized bicycle license and desires a motorized bicycle license, the person is not required to comply with the testing requirements provided for in Ohio R.C. 4511.521;
(2) The motorized bicycle is equipped in accordance with rules adopted by the Ohio Director of Public Safety and is in proper working order;
(3) The person, if under eighteen years of age, is wearing a protective helmet on the person’s head with the chin strap properly fastened, and the motorized bicycle is equipped with a rear-view mirror; and
(4) The person operates the motorized bicycle when practicable within three feet of the right edge of the roadway obeying all traffic rules applicable to vehicles.
(b) No person operating a motorized bicycle shall carry another person upon the motorized bicycle.
(c) The protective helmet and rearview mirror required by subsection (a)(3) of this section shall, on and after January 1, 1985, conform with rules adopted by the Ohio Director of Public Safety.
(d) Whoever violates this section is guilty of a minor misdemeanor. (ORC 4511.521)
(a) No person shall ride or propel a bicycle owned by a City resident on any street or public way or upon any part thereof unless such bicycle has been provided with a proper evidence of licensing in the prescribed form.
(b) Application for a license and license tag shall be made to the City Administrator or his designated agent by the owner or owner's representative upon a prescribed form. The license issuer may require such proof of ownership or purchase as is reasonable.

The Chief of Police shall inspect each bicycle presented to him for licensing, and shall have the authority to refuse to approve the application for a license and license tag for any bicycle found by him to be in an unsafe mechanical condition. An appeal from the decision of the Chief of Police to the Mayor may be had by any applicant who is dissatisfied with the decision of the Chief of Police, within ten days from and after such decision.
The Chief of Police shall have the authority to issue, upon written application, bicycle licenses and license tags which shall be effective until surrendered as provided in this chapter. The Chief of Police shall keep a record of the issuance of such licenses and license tags, to whom issued, the number thereof, and the number and make of the bicycle frame. The Chief of Police shall keep a record of all fees collected for the issuance of such licenses and license tags.
