11-20-1: APPLICATION FEES:
   A.   Application For Amendments; Fee: A fee shall be charged for any application for an amendment to the City Zoning Code, the zoning map of the City or the City's review of a subdivision plat or development. It shall be a condition of any approval given by the City Council that before the approval is effective, the applicant shall pay a fee, in cash, equal to the City's total cost and expense for publishing notices required or desired by the Council; the reasonable cost of review of the application by the City Attorney, the City Engineer and other appropriate professionals; and the cost of any special meetings of the Council necessary to the conduct of its business in reviewing the application.
   B.   Approval Contingent Upon Payment Of Fee: Any approval given to the application shall be contingent upon the payment of the above described application fee. Any approval is not effective and construction or development of the contemplated improvements cannot be begun until the fee is paid. In the event an applicant desires to contest the amount of the fee, the applicant may appear before the City Council at the next regularly scheduled meeting to state the basis of the applicant's objection to the fee. The decision of the City Council shall control and be binding upon such appeal. (Ord. 247, 7-8-1997)
11-20-2: SCHEDULE OF FEES, CHARGES AND EXPENSES:
   A.   Establish Schedule: The City Council shall establish a schedule of fees, charges, and expenses and a collection procedure for zoning permits, certificates of zoning compliance, appeals, and other matters pertaining to this title. The schedule of fees shall be posted in City Hall, and may be altered or amended only by the City Council.
   B.   Fees Required Before Action Taken: Until all applicable fees, charges, and expenses have been paid in full, no action may be taken on any application or appeal. (Ord. 203, 12-9-1983)
   C.   Fees Enumerated: Zoning application fees including, but not limited to, Conditional Use Permit, Zoning Text Changes or Map Amendments, Zoning Permits, and Variances shall be reviewed by the City Council as needed and set via resolution adopted by the City Council.

11-20-3: BUILDING PLAN REVIEW:
   A.   Coordination Of Review And Permit Issuance: The zoning official shall be responsible for plan review coordination and for issuance of zoning permits.
   B.   Application For Zoning Permit: Upon application by any person for a zoning permit, the zoning official shall review the plans for compliance with the Zoning Code. (Ord. 193; amd. 2000 Code)
11-20-4: INSPECTIONS:
Zoning inspections shall be conducted by the zoning official. Where other departments require inspection, the zoning official shall ensure that they are conducted within a timely manner. (Ord. 193; amd. 2000 Code)
