Every owner or occupant of any real property within the City which bounds and abuts, in the future, upon a newly constructed sanitary sewer, shall within 180 days from the completion of such sanitary sewer, make adequate and proper connection with such sanitary sewer and thereafter abandon the use of all outside privy vaults and septic tanks as provided by Sections 929.22 and 929.23.
