Any person who shall drive or entice any animal from beyond the City limits into the City limits or aid, abet, or assist in so doing, or let any animal out of any enclosure in which it may be confined or unfasten any animal, or aid, abet, or assist in so doing, in order that such animal may be taken up and impounded, or refuses or neglects to carry out any reasonable order made pursuant to this chapter, shall, upon conviction thereof, be fined as provided in section 1-108 of this Code, including costs.
