Any person who shall willfully obstruct, hinder or prevent the lawful impounding of any animal or who shall break open, destroy or damage the pound, enclosure or place, or any part thereof, where any animal is impounded, or take or drive or attempt to take or drive any impounded animal from such pound, enclosure or place, without first paying the fees, costs, charges and expenses provided for in this chapter, or refuses or neglects to carry out any reasonable order made pursuant to this chapter, shall, upon conviction thereof, be fined as provided in section 1-108 of this Code, including costs.
