13-251: RESPONSIBILITY FOR COST OF HAZMAT TEAM:
The following apply to responsibility for costs:
   A.   Under no circumstances will any member of the fire department or any employee of the city sanction, or any way recognize, for contractual purposes, by other than those persons described in this article;
   B.   The individual, corporation or other entity, as described, deemed responsible for the emergency by the authority in charge, whether that be city, state or other, shall be responsible for payment of all hazardous related activities. This pertains to all emergencies whether inside or out of the city corporate limits;
   C.   Whenever possible, the responsible party will be made aware that they will incur all HAZMAT service charges and an agreement to pay should be signed, a copy of which will be provided to the HAZMAT team and to the responsible party prior to their departure from the scene. In such cases that interchange with the responsible party is impossible, a statement to that effect will be attached to the agreement to pay and copies provided as above;
   D.   Agreements to pay will be turned in to the billing clerk as soon as possible so that disposition of the bill can immediately begin. (2000 Code § 13-251)
