13-250: AUTHORITY FOR CONTRACTING LICENSED HAZARDOUS MATERIALS TEAM:
The following procedures apply for contracting licensed hazardous materials team:
   A.   The fire chief, or in his absence, the assistant fire chief on duty, or in the case of all their absences, the city manager, are authorized to contract the services of a licensed hazardous materials team to render any or all of their range of services during an emergency situation when hazardous materials or chemicals are involved and when the fire department is the designated primary response department. HAZMAT team call out will be upon on site inspection of the situation;
   B.   Upon arrival of the hazardous materials team, the fire department will relinquish primary operation responsibility to the HAZMAT team;
   C.   Following the actual request for HAZMAT services, under no circumstances should a member of the fire department or any employee of the city assist in actual HAZMAT operations prior to or following arrival of the HAZMAT team, other than for area evacuation or traffic control if necessary; and
   D.   The fire chief will cause to have investigated by the proper authority all hazardous materials/chemical related incidents that require the services of a licensed HAZMAT team and any more minor incidents of this kind in which there arises questions or suspicions of wrongdoing.
