13-203: MEMBERSHIP:
   A.   The membership of the department shall consist of such persons as may be recommended by the fire department members. Such recommendation shall be submitted to the city manager for approval and appointment. The city manager shall either approve or disapprove of such recommendation, and if approved, shall appoint such person a member of the fire department, and if disapproved, shall notify the membership of the fire department, who shall then recommend some other person. Any member hereafter appointed shall be qualified persons residing and working within an eight (8) mile radius of the fire station, who have telephones in their homes, and are at least twenty one (21) years of age at the time of appointment. Determination of whether candidates for appointment are physically qualified shall be made by the chief after a medical and physical examination has been made in a manner prescribed by the chief and approved by the city manager.    B.   Any member of the department may be suspended or discharged from the department by the chief at any time he may deem such action necessary for the good of the department. On written request of such member to the city council, he shall be given a public hearing on the charges brought by the chief. (2000 Code § 13-203)
