3-131: NOT TO SELL TO INTOXICATED PERSON:
No person, at any place within this city, shall sell, deliver or knowingly furnish alcoholic beverages to an intoxicated person or to any person who has been adjudged insane or mentally deficient. (2000 Code § 3-131)
