It is the intent of the City Council of the City of Stroud to supplement applicable State and Federal law and not to duplicate or contradict such law. The provisions of this chapter are severable, and the invalidity of any provision of the chapter shall not affect other provisions of the chapter, which can be given effect without the invalid provision.
