5-111: NUMBERING HOUSES:
All houses in the city shall be numbered according to the following rules and regulations:
   A.   The starting point for numbering of all houses in the city is the center of the intersection of First Street and First Avenue of the city.
   B.   All houses and buildings that face a street will be referred to as either "East" or "West", depending on whether the house is east or west of First Avenue. All houses and buildings that face an avenue will be referred to as either "North" or "South" depending on whether the house or building is north or south of First Street. A house or building will be numbered and described as follows:
      1.   (Number) (north or south) (applicable avenue) avenue;
      2.   (Number) (east or west) (applicable street) street.
   C.   All houses and buildings on the north side of street or on the east side of an avenue will be assigned an odd number, consisting of three (3) numerals. All houses and buildings on the south side of a street or west side of an avenue will be assigned an even number, consisting of three (3) numerals. The first number of the number will be determined by the number of blocks north or south of First Street or the number of blocks east or west of First Avenue that the house or building is located. The second and third numeral will be determined by the location of the house or building in the block. Each twenty five feet (25') of the block will be assigned a number. The numbering of each block shall begin at that corner of the block that is nearest the center of the intersection of First Street and First Avenue. If a house or building is located on more than twenty five feet (25') frontage, then the owner of the house or building, upon securing the approval of the city clerk, may use as the number for his house or building any number that has been assigned to any of the lots on which his house or building is located. The owner will be guided in making his selection of numbers by choosing one of the numbers assigned to one of the lots on which his house or building is actually built, such numerals to be not less than three inches (3") high and placed on the building or house so that it can be seen from the street or avenue.
   D.   Houses or buildings in additions of the city that are not laid off in ordinary lots and blocks will be assigned a number by the city clerk that will comply with the rules and regulations herein prescribed, as nearly as possible, and that will fit into an orderly and reasonable method of numbering of houses and buildings in the additions.
   E.   Any person or entity that fails within ten (10) days to place the appropriate number on his house or building after being notified by the city clerk to do so, shall be assessed twenty five dollars ($25.00), to be added to the monthly billing of the city, to such person or entity, until such number has been placed thereon. In the alternative, a citation shall be issued upon application of the city clerk alleging a violation of this section and, if convicted, a fine of twenty five dollars ($25.00), plus court costs, shall be assessed against such person found guilty of violating this section. Each day, or portion of a day, during which a violation of this section shall continue, shall constitute a separate offense, and subsequent citations may be issued to enforce compliance.
