1474.01 BUILDING PERMIT REQUIRED; EXCEPTIONS.
   (a)   No person, firm, corporation or other entity shall erect or maintain a dish antenna, as that term is defined in Section 1240.08(c)(4)I. in any residential zoning district without first obtaining a permit.
   (b)   Section 1474.01 through 1474.10 of this chapter are not applicable to a dish antenna one meter (39 inches) or less in diameter or diagonal measurement.

1474.02 APPLICATION FOR PERMIT; PLANS.
   (a)   The Building Commissioner shall issue a permit for the erection or maintenance of a dish antenna in a residential zoning district, provided that:
      (1)   The applicant completes a written application, on the form prescribed by the Building Commissioner;
      (2)   The applicant submits the plans and drawings required herein;
      (3)   The applicant pays the permit fee required herein; and
      (4)   The dish antenna complies with all of the provisions of this chapter and any other applicable laws.
   (b)   The application form shall contain the following information:
      (1)   The name and address of the owner and occupants of the proposed parcel;
      (2)   The address of the proposed parcel;
      (3)   The name and address of the contractor and the individual erecting and/or maintaining the dish antenna;
      (4)   The name and address of the manufacturer of the dish antenna; and
      (5)   Any other information required by the Building Commissioner.
   (c)   The plans and drawings shall contain the following information:
      (1)   The dish antenna size, specifications, materials, complete dimensions, and support structure details;
      (2)   The proposed method of construction and assembly along with the plans and specifications showing that it complies with the recommended installation requirements of the manufacturer of the dish antenna and with good architectural and/or engineering standards;
      (3)   A plat or map, drawn to scale, showing the proposed location of the dish antenna in relation to surrounding buildings, lot lines, utility wires, and other structures;
      (4)   The color and/or colors of the dish antenna;
      (5)   The proposed screening and all appurtenances along with the dish antenna;
      (6)   The elevation of the proposed dish antenna; and
      (7)   Any other information required by the Building Commissioner.

1474.03 LINKAGE TO RECEIVERS.
   A dish antenna shall not be linked to a receiver or transmitter which is not located on the same lot as the dish antenna.

1474.04 LOCATION AND NUMBER OF DISH ANTENNA.
   (a)   No dish antenna shall be erected in a front yard.
   (b)   No portion or part of the dish antenna or its supporting members shall be closer than ten feet to any lot line.
   (c)   If the dish antenna is located in a side yard, it shall be placed a minimum of fifteen feet behind the front building line.
   (d)   No more than one dish antenna shall be erected or maintained on a lot.
   (e)   No dish antenna shall be installed on any rooftop of any building.
   (f)   On corner lots, a dish antenna and all supporting members shall be located a minimum of fifteen feet behind the front building setback line and all side building setback lines, and a minimum of fifteen feet from a rear lot line.

1474.05 DISH ANTENNA SUPPORT STRUCTURE.
   (a)   Only metal support, galvanized construction, or another material deemed by the Building Commissioner to be equal thereto with a minimum of schedule 40 pipe, shall be allowed in the construction of the dish antenna support structure.
   (b)   Only a concrete base or caisson shall be used in line with grade.
   (c)   The structure shall be designed to withstand a wind force of up to ninety miles per hour.
   (d)   Any driving motor shall be encased in protective guards.
   (e)   All electrical wiring shall be installed in accordance with the National Electrical Code as adopted by the City in Chapter 1406.
   (f)   The dish antenna shall be bonded to an eight foot grounding rod.
   (g)   If guy lines are to be used, they shall be confined within the setbacks established in this Chapter.
   (h)   All plans shall meet good engineering and architectural standards.

1474.06 SIZE.
   The maximum diameter of any dish antenna shall not exceed twelve feet.

1474.07 HEIGHT.
   The maximum height of any dish antenna shall not exceed fifteen feet from the natural grade level to the highest point of the dish antenna.

1474.08 COLOR AND SCREENING.
   (a)   The specific color of the dish antenna and its supporting members and appurtenances shall be harmonious in color with the surrounding buildings and structures, as determined by the Building Commissioner.
   (b)   The dish antenna, shall be adequately screened from view from all public streets and adjoining property, by the use of fencing or landscaping features, to the extent that the Building Commissioner determines to be reasonable, taking into account the affect of the dish antenna on abutting property owners and the public-at-large and the clearance necessary for the dish antenna to receive an acceptable signal. The Building Commissioner may refer any such application to the Architectural Review Board for a report and recommendation as to color and screening. The Architectural Review Board, in its review process, shall utilize those standards and criteria set out in Section 1246.11, where applicable, in each individual case. The decision of the Building Commissioner as to color and screening shall be final. The dish antenna and all required landscaping, screening, and coloring shall be maintained to meet all the conditions of the initial approval.

1474.09 MAINTENANCE.
   Dish antenna and support structures shall be maintained in good repair and structurally sound to insure that the antenna and structure will not be damaged due to winds or structural failure. All surfaces shall be maintained in good condition, free of rust, peeling paint, and corrosion.
