"Sewage" means the water or water-borne wastes and "industrial wastes" means the liquid wastes resulting from any commercial or industrial operation or process, which water-borne or liquid wastes enter the sewerage system or any portion thereof of the City of South Euclid or the City of Cleveland from any premises having a connection therewith or thereto.

There is established a rate of charge of rental to be paid to the City for the use of the sewerage system, sewage treatment or disposal works, and, in the case of septic tank discharge, the use of the streams and waterways of the City by every person whose premises is served by a connection with, or outlet to the sewerage system of the City, which charge of rent shall be in addition to the revenues received from general taxes for sewer maintenance.

Every person whose premises in the City is served by a connection with the sewerage system of the City shall pay a sewer rental charge as follows:
(a) Two hundred thirty-one dollars ($231.00) for each connection per annum, where such connection serves but one family, store or other unit of occupancy.
(b) Two hundred thirty-one dollars ($231.00) per family, store or unit of occupancy per annum, where more than one unit of occupancy is served from a single connection.
