(a) Moneys received in the amount of thirty-three dollars ($33.00) for each connection per annum from the collection of the sewer rental charge authorized by this chapter shall be deposited with the Finance Director who shall keep a separate and distinct fund and account to be known as the "Sewer Rental Fund". When appropriated by Council, such Fund shall be available for the payment of the cost of the management, maintenance, operation and repair of the sewerage system and sewage pumping, treatment and disposal works, and any surplus in such Fund may be used for the enlargement or replacement of the same.
(b) Moneys received in the amount of one hundred ninety-eight dollars ($198.00) for each connection per annum from the collection of the sewer rental charge authorized by this chapter shall be deposited with the Finance Director who shall keep a separate and distinct fund and account to be known as the "Flood Control Fund". When appropriated by Council, such Fund shall be available for the payment of the cost of improving the City's sewerage system by construction, renovation or replacement.
