The sewer rental charge as provided in Section 913.03 shall, on or after the first day of September be certified by the Director of Finance to the Auditor of Cuyahoga County, together with such pertinent information, as will permit identification of the property against which the sewer rental charge is to be made. Any person may, at his option, pay such sewer rental charge in cash within thirty days immediately prior to September 1, 1976 or on the first day of September immediately prior to the commencement of any subsequent two-year period. All cash payments shall be made to the Director of Finance. The County Auditor shall place the amount, certified as being unpaid on the tax duplicate, for collection in the same manner and at the same time as other taxes are collected, commencing with the duplicate for the year 1976.
