(a) "Nuclear warhead" means the same as the term "atomic weapon" as provided in 42 U.S.C. Section 2014(d) and shall mean any weapon the explosion of which involves the fission and/or fusion of atomic nuclei. The definition "nuclear warhead" includes "component parts" of the warhead, defined as any device or material knowingly produced to have the primary function of contributing to the operation of a nuclear weapon.
(b) "Nuclear weapons system" means any system designed for the transport, launch, guidance or delivery of nuclear weapons.
(c) "Applied nuclear weapon research" means research with the explicit goal of the development of or use of nuclear warheads or nuclear weapons systems.

(a) Except as provided for by any specific Act of Congress, no person, corporation, educational facility, laboratory, institution or other governmental entity shall within the City knowingly or intentionally engage in the following activities: development, testing, production, maintenance, storage, transportation or disposal of nuclear warheads or nuclear weapons systems, or applied nuclear research, transportation, or disposal of nuclear warheads or nuclear weapons systems or applied nuclear research.
(b) No nuclear waste shall be stored in or transported through the City.

Nothing in this chapter shall be construed to prohibit:
(a) Any activity not specifically described in Section 551.02;
(b) Basic research;
(c) The research and application of nuclear medicine;
(d) Uses of fissionable materials for smoke detectors, light-emitting watches and clocks, and other consumer products; or
(e) Direct activities of the federal government.
