(a) The fee for all permits, including residential and commercial, shall be based on the actual cost value of the work and shall be as follows:
Cost/Value of Work Fee
(1) $1.00 to $1,000.00 as set out in the Master Fee Schedule of the City of Sidney
(2) $1,001.00 to $50,000.00 as set out in the Master Fee Schedule of the City of Sidney
(3) $50,001.00 and up as set out in the Master Fee Schedule of the City of Sidney
(b) If a permit is not obtained prior to commencement of the work, a fee of triple the amount provided in division (a) may be charged.

Nothing in this chapter or in the International Building Code or International Residential Code, as adopted in Section 1421.01
, shall be construed to affect any suit or proceeding now pending in any court, or any right acquired, liability incurred or cause of action accrued or existing, under any act or ordinance repealed by this chapter, nor shall any right or remedy of any character be lost, impaired or affected by this chapter.

In the event of a conflict between any of the provisions of the International Building Code or as adopted in Section 1421.01
, and a provision of these Codified Ordinances or any other local ordinance, resolution, rule or regulation, the latter shall control.

As used in Section 101.1 of the International Building Code, and Section R101 of the International Residential Code, as adopted in Section 1421.01
above, "jurisdiction" means the corporate limits of the City and the unincorporated area two miles beyond and adjacent to the corporate boundaries.

Section P2603.5.1 insert [not less than] thirty-two (32) inches and [not less than] thirty-two (32) inches.

Whoever violates or fails to comply with any of the provisions of this Title Two - Building Code, for which no penalty is otherwise provided, including the provisions of the International Codes adopted in Section 1421.01, shall be fined not more than one hundred dollars ($100.00) for a first offense, or three hundred dollars ($300.00) for any second or subsequent offense. A separate offense shall be deemed committed each day during which a violation or noncompliance occurs or continues.
