(a) Availability. Electricity shall be available to irrigation customers per the terms of the irrigation contract, upon execution of such contract, in accordance with the policies and ordinances of the City.
(b) Rate. Electricity shall be available to irrigation customers at a rate of $0.0880 per kilowatt hour.
(c) Horsepower Charge. The horsepower charge, payable each year before May is forty dollars and thirty cents ($40.30) per horsepower for each calendar year or fraction thereof. Such charge is for horsepower only, and no energy is to be received for the amount paid. The connected load in horsepower will be taken from the nameplate rating of the motor. If the City has reason to believe that the connected load is in excess of the nameplate rating, the load will be measured. If it is found to be in excess, the actual load will be used to determine the minimum bill. Where nameplates of the motors are not available, the horsepower connected will be determined by an actual measurement of horsepower input to the motor operating under maximum load conditions. The City reserves the right to check the customer's load for recalculation of the total bill at any time.
(d) Production Cost Adjustment. There shall be added, as applicable, a production cost adjustment, as provided in Section 1048.07

(e) Power Factor Correction. A deficient power factor shall be corrected by the customer, as provided in Section 1048.08
, prior to initiation of service.
