(a) All of the electric rate schedules are based upon fuel and purchase power costs which equate to a production base (PB) of $0.032 per kilowatt hour and are subject to adjustment on a monthly basis.
(b) The energy cost adjustment (ECA) shall be derived by subtracting the PB from the average cost of production for the preceding month wherein average cost of production shall be the sum of the cost of fuel and lubricating oil consumed and power purchased during the period divided by the net kilowatt hour sales.
