All customers receiving service under either general service category shall be expected to maintain a power factor of 0.9 or better. In the event that any general service customer's power factor falls below 0.9, the City Manager may, after allowing a reasonable time for correction of the deficient power factor, assess a proportional billing penalty by either of two methods:
(a) For small general service, one percent for each .01 by which the power factor is deficient; or
(b) For large general service, the billing penalty shall be a demand multiplier developed by dividing 0.9 by the deficient power factor.
