   PREAMBLE: The Municipality has enacted this chapter to efficiently and adequately regulate the businesses contained herein in order to protect the community's safety and aesthetic concerns. In addition to possible dangerous and unsightly conditions these businesses may produce, such business operations also provide opportunities for a harboring and exchanging of stolen goods, even if such legal status is unknown to the operator of the business. It has been determined by this Municipality that these provisions should fairly protect the interest of the community and the businesses covered herein. In addition, this chapter regulates uses not permitted under the Municipality's zoning code which are tolerated only as legal non-conforming uses. Such businesses often involve outdoor storage of materials which may present health, safety and aesthetic problems and are illegal under the zoning code.
