717.01 DEFINITIONS.
   (a)    "Impound Lot" means a facility, business or property which stores, parks, or retains operable or inoperable motor vehicles, which possession of such vehicles was not voluntarily given to the facility or business by the owner, for an indefinite amount of time, and returns such vehicles to their rightful owners in consideration of a fee payable to such owner of the facility or property. An impound lot does not include a facility, business or property which temporarily holds motor vehicles, for a period of 60 days or not longer than customarily and reasonably necessary, for purposes of repair or sale or resale without alteration, such as a new or used automobile dealership or mechanical repair business.
   (b)    "Junk " means old or scrap iron, metals, brass, steel, canvas, rope, branded bottles, junk or lead pipe, rubber, plastic, glass, paper, rags, trash, waste, appliances, furniture and other household items, damaged or unused water craft, yard maintenance equipment, farm equipment; salvage motor vehicles which are wrecked, dismantled, or unfit for operation as a motor vehicle, and any motor vehicle parts; and other old or scrap ferrous or nonferrous materials which are not held for smelting purposes by an establishment having facilities for
processing such materials.
   (c)    "Junk Dealer" means any person who purchases, sells, exchanges, stores, or temporarily holds secondhand, used or old articles of any kind that can be defined as junk or who owns or operates a junk yard.
   (d)    "Junk Yard" means an establishment or place of business that is maintained or operated for the purpose of storing, keeping, buying or selling junk; or a salvage motor vehicle graveyard or storage lot, or motor vehicle impound lot. A junk yard does not include a lot or property which temporarily holds motor vehicles, for a period of 60 days or not longer than customarily and reasonably necessary, for purposes of repair or sale or resale without alteration, such as a new or used automobile dealership or mechanical repair business.
   (e)    “Person" means any individual, corporation, limited liability company, partnership, trust, or other legal entity.
   (f)    "Salvage Motor Vehicle" means any motor vehicle which is in a wrecked, dismantled, or worn out condition, or unfit for operation as a motor vehicle.
   (g)    "Salvage Motor Vehicle Dealer" means any person or entity who engages in business primarily for the purpose of selling salvage motor vehicle parts and secondarily for the purpose of selling at retail salvage motor vehicles or manufacturing or selling a product of gradable scrap metal.
