(A) A vehicle shall not be parked in the public ways of the downtown area, as designated, of the city for a period in excess of two hours.
(B) Residential parking will be permitted in the downtown area on Monday through Friday from 5:00 p.m. to 9:00 a.m. and all day on Saturdays and Sundays.
(C) The fine for violating this section shall be $10.

(A) No person shall park any motor vehicle, motorcycle, truck trailer, semi-trailer, tractor, farm tractor, bus, school bus, house car, or special farm machinery on any street, alley, roadway, or highway for any of the following purposes:
(1) Displaying the vehicle for sale, trade, exchange, or storage; or
(2) Washing, greasing, or repairing the vehicle, except for repairs necessitated by breakdown, accident, or other emergency to the extent necessary to remove the vehicle from the street, alley, roadway, or highway.
(B) For the purpose of this section, the following definition shall apply unless the context clearly indicates or requires a different meaning.
STORAGE. Parking of new or used motor vehicles on public streets, alleys, roadways, or highways by used or new motor vehicle dealers or garage owners or operators.

CITY PARKING LOTS
(A) All municipal parking lots of the city shall be open for free parking 24 hours a day, Monday through Sunday.
(1) A vehicle left in a city parking lot without being moved for 72 hours shall be considered an abandoned vehicle and addressed by the city in accordance with Ch. 93 of this code.
(2) Section 130.19 of this code is still in full force and effect and shall be enforced regarding loitering in city parking lots.
(B) The Board of Public Works and Safety shall cause signs to be posted at or near all entrances to the lot indicating the regulations for city parking lots.
(C) Permanent residents of any C-4 zoning district, as that area is defined in Ch. 157 of this code, may park in city parking lots at any time, and may ingress and egress from those lots at any time without penalty.
(D) Any person found in violation of any provision of this section shall be fined.
(E) Criminal prosecution for trespass will be sought against any individual with multiple violations of this section.

It shall be the policy of the city that municipal parking lots shall be used exclusively for the parking of prescribed motor vehicles, as hereinafter provided, excepting that upon application, the Board of Public Works and Safety of this city, may, at its discretion and upon conditions it prescribes, authorize any municipal parking lot, or portion thereof, to be used for a special civic purpose for a fixed temporary period, provided further, however, in no event shall aircraft, helicopters, and the like be permitted to land upon city parking lots.

The city does not assume liability for any accidents occurring in and upon the municipal parking lots, or for any thefts of vehicles or contents of vehicles, while parked upon those premises; and further, it shall be the responsibility of the Board of Public Works and Safety to post prominently notices thereof on the city lots so that all persons utilizing these lots may be so informed.
