No person shall, at any time, while upon a municipal parking lot, or while entering or leaving the parking lot, drive any motor vehicle with reckless disregard for the safety, property, or rights of others, including pedestrians on, upon, or adjacent to the parking lot, or in any other manner in violation of any other chapter, subchapter, or section of this city code or statute of the state, defining and regulating the operation of motor vehicles within the city and the state.
