It is hereby levied on each retail dealer serving low point beer off the premises within the city, an annual license fee of ten dollars ($10.00), and on each retail dealer serving low point beer on the premises within the city, an annual license fee in the sum of twenty dollars ($20.00), which shall be payable to the city treasurer.
