16-1-5: UNNECESSARY NOISE:
   It is unlawful for any engineer or other person, while operating a locomotive within or through the city, to cause unnecessary or prolonged blasts with a whistle on the locomotive or to allow or cause any unnecessary noise from the locomotive. (2000 Code § 16-105)
