15-3-2: OBSTRUCTIVE AND DANGEROUS VEHICLES; PERMIT:
   No person shall drive any vehicle in such condition, so constructed, or so loaded, as to cause delay or be likely to cause delay in traffic, or as to constitute a hazard to persons or property, except by permit issued by the chief of police and in accordance with the terms of such permit. (2000 Code § 15-302)
