Except as specifically provided by law as set forth in this title, the traffic code shall be controlling in the use of city streets, alleys, thoroughfares, parks, parkways or any other public rights of way or city owned land, by pedestrians and by vehicles of every kind whether self-propelled or otherwise and whether moving or at rest.
