There is adopted by reference and made a part of this section all of the provisions of chapters 10, 11, 12, 13, and 14 of the state highway safety code, all as found in title 47 1 , a copy of which is on file in the office of the city clerk for public use, inspection and examination. All of these provisions are made a part of the traffic ordinances of the city. All of the provisions found in these chapters are hereby vitalized as provided in the laws by this section, specific reference to which is hereby made, as well as all subsequent amendments to the laws, and all of the laws as well as amendments thereto shall be in full force and effect within the city insofar as the laws are not modified by other provisions in this title or amendments thereto.
