13-3-9: FIRES OUTSIDE CITY LIMITS:
   A.   City Authority: The city is authorized and empowered to enter into contracts or agreements with individuals, firms, private corporations or associations, or political subdivisions of the state for fire protection outside the city limits, and to contract to provide fire protection jointly with other organizations and municipal subdivisions of the state.
   B.   Reimbursement For Services: Because of the finite equipment and manpower available to fight fires within the greater city area, the city cannot provide firefighting services to any person, firm or organization that has not entered into a written contractual agreement to reimburse the city for services rendered prior to the need for such services. Such contractual agreement shall be made in a form and fashion approved by the city attorney and fire chief.
   C.   Charges Set By Resolution: The charges levied by the city for the use of its firefighting equipment and personnel shall be as set by council by motion or resolution. (2000 Code § 13-314)
