The fire chief shall be responsible for all equipment and apparatus belonging to the department and shall make such reports concerning the equipment and apparatus as the mayor and council may require. The city council may procure fire engines, hooks and ladders, and other apparatus and prescribe rules of duty for the government thereof, with such penalties as they may deem proper, and make all necessary appropriations therefor.
