13-1-3: CHIEF OF POLICE; DUTIES:
   A.   Powers Of Arrest: The chief of police shall at all times have the power to make or order an arrest, with proper process, for any offense against the laws of the state or the city, and bring the offender for trial before the proper officer of the city, and to arrest without process in all cases where any such offense or violation of the law shall be committed or attempted to be committed in his presence. He shall have the power and it shall be his duty, to keep offenders of the law in jail or other place to prevent their escape until a trial can be had before the proper officer and he shall perform such other duties as are imposed on him by the provisions of this code or other laws of the city.    B.   Preserve The Peace: He shall have the power to preserve the peace, order, safety and cleanliness thereof and to this end, he shall execute and enforce all orders of the city manager, mayor and council. (2000 Code § 13-103)
