It is unlawful for any person to construct, maintain or operate any mobile home park or travel trailer park within the limits of the city unless he holds a valid license issued annually by the city clerk, with the approval of the inspection officer and health officer of the city, in the name of such person for a specific mobile home park, except that the maintenance or operation of a mobile home park or travel trailer park in existence on the effective date hereof may be continued under a temporary permit for such period of time and under such conditions as are hereinafter described.
