2-1-2: ABSENTEE BALLOTING IN MUNICIPAL ELECTIONS:
   Absentee balloting is hereby authorized for all municipal elections held in and for the city. The procedures for absentee balloting shall be established by and conducted by the county election board and conform to the laws of the state and to the charter of the city. (2000 Code § 2-102)
