2-1-1: FORM OF GOVERNMENT; ELECTED OFFICERS 1 :
   The city is governed by a council-manager form of government as provided in the city's home rule charter. The elected officers of the city include a mayor, elected at large, and two (2) councilmen from each of the city's four (4) wards. (2000 Code § 2-101)
