It is unlawful for any person fraudulently to enter, without payment of the proper admission fee, any theater, ballroom, lecture, concert or other place where admission fees are charged. However, nothing contained herein shall be deemed to prohibit or restrict the free admission of police officers or fire department officials engaged in the performance of official duties to any place of public entertainment or amusement.
