10-3-4: FIREWORKS USE AND SALE REGULATED:
   A.   Definition: The word "fireworks", as used in this section, shall be as defined in 68 Oklahoma Statutes section 1622. (2000 Code § 10-304)
   B.   Sale Restrictions: It is unlawful for any person, firm or corporation to sell or offer for sale or to keep in storage in any retail establishment or warehouse for sale at retail, any firecrackers, rockets, torpedoes, Roman candles or any other fireworks or substances designed or intended for pyrotechnic display at any place within the city limits, except as provided in title 9, chapter 10 of this code.    C.   Sale At Wholesale; Permit Requirements: The storage or sale of fireworks at wholesale is prohibited except by permit issued by the mayor for a period of one year. Application for such permit must be filed with the fire department chief at least three (3) days prior to the issuance of the permit and must give a detailed description of the proposed care and storage of the material, and of structural conditions and occupancies of the building to be used therefor.
   D.   Discharge And Display Restrictions: It is unlawful for any person to shoot, fire or explode any firecracker, rocket, Roman candle or other species of fireworks within the boundaries of the city except by specific order of the mayor allowing properly qualified individuals; provided, also, that such display or displays shall be of such character, and so located, discharged or fired, as in the opinion of the chief of the fire department shall not be hazardous to the surrounding property or endanger any persons.
