It is unlawful for any person to break, mark, cut or throw at or otherwise deface any building, awning, fence or any improvements on any property within the city, or to remove or lay down anything connected with any building or structure, or to daub any paint, mud, filth, tar, oil or grease on any building or any part thereof, or any fence enclosing any lot or parcel of ground owned or occupied by another within the city.
